The Inspectorate of Government has unearthed a shocking misappropriation scandal in Mbulamuti Town Council, Kamuli District, where council officials are accused of illegally pocketing millions of shillings from the sale of lock-up spaces at the local market.

According to a damning report dated 29th April 2025, Mbulamuti Town Council irregularly allocated over 85 lock-up spaces to private developers in February 2024, raking in a total of UGX 57.15 million. However, only a fraction of this amount reached the public coffers.

Investigations revealed that Mr. Jesse H’njaye, Senior Assistant Accountant, and Mr. Bernard Wabusigo, Principal Township Officer, received UGX 43.7 million in cash, but only UGX 13.45 million was properly remitted to the Uganda Revenue Authority. Shockingly, UGX 24.37 million was irregularly spent at source, in violation of the Public Finance Management Act (Cap 171).

The Inspectorate further exposed that the two officials falsely accounted for UGX 7.97 million, while UGX 19.32 million remains unaccounted for, leading to a financial loss of UGX 27.3 million. This conduct was classified as serious misconduct under the Uganda Public Service Standing Orders (2021).

To make matters worse, the allocation of the lock-ups bypassed mandatory procedures, with no involvement of the District Land Board. Town Council leaders reportedly signed dubious agreements with private developers without prior council approval, directly contravening the Land Act (Cap 227).

In light of these findings, the Deputy Inspector General of Government, Anne Twinomugisha Muhairwe, has directed the immediate termination and review of the allocation process and ordered the implicated officers to appear before the Kamuli District Service Commission for disciplinary action. The duo has also been instructed to refund the misappropriated funds.

The Chief Administrative Officer has been given 14 days to report back on actions taken, as the scandal sends shockwaves through Kamuli District leadership.
