Friday August 15, 2025 was pomp, emotion and nostalgia as the people of Entebbe gathered to honour and bid farewell to their outgoing Deputy Resident District Commissioner (DRDC) Hakim Kirigwa, who has been transferred to Iganga in the latest reshuffle by President Yoweri Museveni.
Kirigwa, who has served in Entebbe since December 4th, 2023, after being moved from Buikwe, was surprised with a colourful farewell party and awarded a Certificate of Appreciation in recognition of his dedicated service, relentless mobilisation efforts and commitment to enhancing household incomes among the population.

The high-level function was graced by key dignitaries including the Entebbe Division Police Commander (DPC), Resident Judge, Chief Magistrate, officers from the Special Forces Command (SFC), Uganda Civil Aviation Authority staff, District Internal Security Officer (DISO), Member of Parliament for Entebbe Municipality, Mayor Entebbe, NRM Chairman Entebbe and the incoming RDC Frank Kyazze, among others.
In his farewell message, Kirigwa thanked President Museveni for the continued trust vested in him to serve the nation, revealing he was deeply humbled by his redeployment to Iganga District in the same capacity.

He paid glowing tribute to the people of Entebbe for the teamwork they had exhibited, describing them as “a true family” that made his tour of duty memorable. He was quick to urge them not to lose focus on the President’s gospel of wealth creation.
“As I leave for Iganga, I urge the people of Entebbe to take seriously the President’s message on increasing household incomes,” he said, reminding them that Gen Museveni has been traversing the country monitoring the progress of Parish Development Model (PDM) and Emyooga initiatives aimed at putting money in the pockets of Ugandans and food on their tables.
Kirigwa further called for consolidation of political mobilisation as the current NRM government term enters the final bend.

“As we come closer to the end of the five-year term, it is important that we organise our people in advance so that we win all positions next year, making sure that security and service delivery remain our top priority,” he noted.
The event climaxed with presentation of a certificate and gifts to Kirigwa amid ululations, photo moments and emotional hugs as the Entebbe fraternity saluted a man widely described as approachable, hardworking and committed to the NRM transformational agenda.

“For God and my Country,” he signed off, before pledging to fly the Entebbe flag higher as he embarks on his new mission in Busoga’s Iganga District.
