In a smooth and colorful handover ceremony held at Central Police Station (CPS) Jinja on Wednesday, Superintendent of Police (SP) David Kamugira officially assumed office as the new District Police Commander (DPC) for CPS Jinja Central, taking over from SP Innocent Mubangizi who has been transferred to Katwe in the same capacity.
The ceremony was presided over by Kiira Region Police Commander, SSP Charles Nsaba, and was attended by top security officials, representatives from sister agencies, and Jinja City Resident City Commissioner (RCC), Mr. Richard Gulume.
In his remarks, SSP Nsaba hailed SP Mubangizi for his exceptional service, describing him as a “thorough officer with high command responsibility and accountability,” and one who consistently applied a human rights-based approach to policing.
RCC Gulume echoed the praise, commending Mubangizi for his relentless efforts in combating organized crime such as the bijambiya attacks, motorcycle robberies, murders, and gender-based violence. He also applauded him for restoring public trust through effective community policing and successfully coordinating security during key events including the Presidential PDM performance assessment tour and the recent grassroots NRM elections.
The outgoing DPC, SP Mubangizi, thanked the RPC for his guidance and leadership, as well as the RCC and fellow security stakeholders for fostering a collaborative environment that promoted peace and stability in Jinja. He also lauded the people of Busoga for their cooperation, describing them as a great asset to the fight against crime.
SP David Kamugira, who previously served as DPC Katwe under Kampala Metropolitan Police South, was warmly welcomed by the regional security leadership. In his maiden remarks, Kamugira expressed gratitude to his superiors and the people of Busoga for the warm reception and pledged total commitment to maintaining law and order in the region.
“I am here to serve with dedication, and I look forward to working hand in hand with the community and all security stakeholders to ensure safety and security in Jinja,” Kamugira stated.

The RPC concluded by advising both DPCs to approach the upcoming electoral period with professionalism, urging them to manage political competition impartially and uphold the dignity of all actors and the public throughout the process.
