Authorities in Obongi are concerned by the delay in the construction of the district Production department Office.
In a letter written by the acting District Engineer Ivan Opio Onaapa, the authorities expressed concern over stalemate of the construction Work.
Onaapa’s letter reveals that according to the Terms of the contract, this project was expected to take a period eight months starting from 27th February 2023, however after the groundbreaking work has been abandoned.
“On 27th Feb 2023 you were furnished with instructions No.1 to No. 4 amongst which you were to furnish the entity with critical deliverables in form of revised Work program and the Contractor Key personal mobilisation” Onaapa revealed.
He also added that “you have failed to commence actual works on the project as expected with reference to contractual time requirements and as a result the contract has lagged and stands at estimated physical progress of 1.1% against the expected 26%” read part of the letter.
The furious Engineer has asked Management of Development Infrastructure U Ltd to show cause within 7 days as to why this contract is not terminated since they have failed to fulfil the contract obligations.
“It is on that basis, that I’m obliged to recommend for termination of this contract with immediate effect and allow winding up of the project as per the provisions in GCC 58 and 59 of the contract,” he orders.
The construction of the office block is estimated to cost U shs 1.9Bn.
This is the second construction project found to have been abandoned by the contractor in Obongi.
