More than twenty government projects worth 5 billion shillings, have been abandoned in the West Nile district of Obongi in the past five, The Eye Media reports, citing the findings of the president’s office.
Corruption, incompetence and lack of knowledge, and poor contracting and contractor practices are among the reasons for project failure.
Obongi is a district where corruption, misappropriation of funds and false accountability was the order of the day until recently when the no nonsense Resident District Commissioner, Samuel Mpimbaza Hashaka was transferred there.
Hashaka teamed up with the District Internal Security Officer and a lot has been unearthered.
In the lasted development, Hashaka’s deputy, Denis Jawoko and DISO, Edward Draciri were on Friday shocked to find Itula Health Centre III doctor’s house construction abandoned by the contractor, MAC World Ltd.
The project that was handed over to the contractor in February this year has a time frame of 6 months within which it is supposed to be completed and handed over.
“We have this this Friday found that the shillings 238.7 million project at Itula Health Centre III stalled ate level if excavation and the contractor is nowhere at the site,” said the Deputy RDC.
“We expected to find the doctor’s house at least at roofing level but this is so shocking,” he added.
Mpimbaza would later on Sunday June 4, 2023 confirm this report.
He said that at the ground breaking in February 2023, neither his office nor the Development Response to Displacement Impact Project (DRDIP) engineer Emmanuel Esaku was involved.
“We were sidelined because they know we are clear headed. But I can assure you, we are on ground to ensure corruption and theft are kicked out of Obongi,” said Hashaka in an interview with Eye Media Uganda.
He said the team has discovered a lot of rot with projects worth shillings 5 billion abandoned.
