Many have spoken well about his legacy and i admire them for being spot on. I wish to single out the following attributes which define the man we are mourning.
Dr. Kazunga was an academician with a Phd in Agricultural Economics from Makerere University and a Lecturer in the same University (Apollo Kazungu kindly correct me if im not spot on).
Dr. Kazungu served three Governments in positions of high responsibilities. These were Obote II, Okello Lutwa and Yoweri Musrveni in the following capacities. In Obote II Government, Dr. Kazungu became an MP, representing the greater Bugabula on a DP ticket although he later on switched to UPC with many other prominent Members of Parliament in Busoga sub- region including the late Dr. Muzira.
In the short-lived Lutwa’s Government, Dr. Kazungu served as a Cabinet Minister for Relief and Rehabilitation, a position he executed with utmost efficacy. Remember, this was a very sensitive portfolio because, the country had just come out of two major internal conflicts namely; the UNLA liberation war and NRA war which was still raging on in the Luwero Triangle. The Relief and Rehabilitation program required a brilliant, young man with stamina, to rehabilitate the country and provide relief to war victims occasioned by those two major internal conflicts. Ay that time, there was no any other Ugandan to preside over that national recovery programme other than Dr. David Kazungu.
The third position of responsibility Dr. Kazungu held was that of being Uganda’s Ambassador to France in the early days of NRM Government.
Other responsibilities included the following; National Chairman NAADS, Chairman LCV Kamuli District, Chairman Kamuli DSC, Chairman Health Management Committee of Kamuli District Referral General Hospital just to mention but a few.
All the above roles and responsibilities define Dr. David Kazungu as a man, who was of exceptional character, patriotic, extremely visionary, hardworking and above all, a man of the people.
His relentless efforts in upgrading Kamuli Health Centre IV to a District Referral General Hospital will never be forgotten by the people of Busoga North (Kamuli, Buyende and Kaliro Districts).
Dr. Kazungu’s legacy will be incomplete if one doesn’t talk about his determination and advocacy for children and youths in Busoga to embrace formal education as one of the ways to eradicate poverty at household levels.
I convey my heart-felt sympathy and condolences to Apollo Kazungu, my Senga and the entire family during these trying moments as they mourn our fallen comrade, father, politician, diplomat and a mentor. My thoughts and prayers are with the the family. MHSRIEP.
