Days of peace for Police Constable, Salim Mugoya are numbered as the Uganda Popice Force he has served for some years, is badly looking for him on chrages of rape which is a capital offense in nature and scandalous behavior.
In the latest revelation, once captured, prosecuted and convicted, the police says Mugoya shall be dismissed with disgrace from the force. Already he is on the run a sign that he could be in the know of something.
James Mubi, the Kiira Region Police spokesperson told The Eye Media in an exclusive interview, Sunday February 11, 2024 that Mugoya’ s case file was ready, with only his statement lacking.
“[By yesterday we had finished] recording relevant statements including that of the victim and we also have a medical examination report on the file. The scene of crime was revisited and the suspect’s home searched but we didn’t get him there,” said Mubi.
Mubi said the police shall as usual do not give chance to any weevils to dent the force’s name.
“As police, it’s our duty to protect, promote and guide rights of all persons putting much emphasis on children, women, disabled persons and marginalized groups of people,” he said.
Information available indicates that Mugoya raped the victim (names withheld) from the female police cells.
Being a remote police post, the victim was the only female suspect in detention, a situation Mugoya allegedly took advantage of.
By law, female suspects are supposed to be handled by female cells guard but PC Mugoya violated the police standing orders. It is on this basis that Mubi insists that the suspects faces disciplinary charges on top of the criminal charge of rape.
“He allegedly threatened the victim with the batton and threatened to kill her in case she discloses the information to anybody,” a police source disclosed to this website.
