Hajji Yunus Kakande, the secretary office of the president has urged the assistant resident district and city commissioners to diligently execute duties and refrain from being part of unlawful practices of corruptions.
Hajji Kakande was on Tuesday May 28, 2024 officially opening the induction of the new appointed RDCs and RCCs at the National Leadership Institute in Kyankwanzi.
He informed the commissioners about the crucial roles they are going to perform in their areas of jurisidiction as they represent the president.
“There’s a pivotal role you will play in your areas of jurisdiction and use this time during this training so that you don’t go back as you came,” said Hajji Kakande.
Kakande emphasized the significance of patriotism, encouraging the statesmen to follow the four key principles of the NRM government, including patriotism, Pan-Africanism, Socio-economic Transformation and Democracy.”
As far as mobilization is concerned, Hajji Kakande revealed that the government plans to provide the commissioners with a modest means of transport where motorcycles shall probably be considered at the initial stages.
“We shall start with a modest transport for all of you and it will be a motorcycle, then eventually, we shall graduate slowly. Transport is a complicated issue for the new officers like you who have just joined but you should work tirelessly because of Patriotism.
He gave a reference that in the 1980s, mobilizers were boarding taxis to go and mobilise until in 1989 when the government procured motorcycles.
Hajji, therefore, preached patience and discipline among the appointees as their responsibilities are serving Ugandans of different caliber.
“Discipline is very important, if you are indiscipline, nobody will tolerate you. Don’t think you will remain Assistant RDCs, we shall be promoting you where it demands. On performance, you will be assessed at the end of every year so that we are able to know if you are okay or indisciplined.
He added that; “If we get a bad report about you, we summon you to the rewards and sanctions committee where we can suspend you or interdict you. That is why I emphasise the issue of discipline. Don’t undermine your bosses, the RDCs and the deputies.
The Director-NALI, Brig Gen. Charles Kisembo expressed gratitude to the Ministry of Presidency, explaining that for years, the institute has had an excellent work relationship with the Ministry staff.
“I’m happy to report that the ideological course commenced well on 26th May, 2024 and the trainees are being taken though different course units,” he said.
The induction that kicked off on Monday this week is running until June 7, 2024, as the commissioners receive relevant knowledge and skills in their line of duty.
