As you could be aware, Buikwe Resident District Commissioner, Hawa Namugenyi Ndege is being investigated on allegations of corruption and abuse of office following an incident in which she single handedly evicted some family from their home. And as a result, she was confronted by the state minister in the Vice President’s Office also Buikwe Woman MP, Diana Mutasingwa and the two ended up quarreling in public.
Known for carrying out her own independent investigations, Hon Milly Babirye Babalanda has issued a directive, instructing the Permanent Secretary in the office of the president, Hajji Yunus Kakande to recall Namugenyi from her duty station.
Babalanda wants Ndege to be thoroughly investigated and only a report to exonerate her after digging deep into her alleged misbehavior.
“Following a hot exchange that transpired between the RDC, Buikwe and the State Minister in the Vice President; and which caused much public debate where the office of the President was deeply discredited; I wish to guide on the matter as follows,” read part of the Babalanda’s letter dated July 1, 2024.
“The RDC Buikwe Ms Hawa Namugenyi Ndege should be recalled to the headquarters pending redeployment,” adds the letter.
Babalanda also asks Hajji Kakande to generate a detailed report on the issue as per her earlier guidance to him.
Babalanda directed that in the meantime, the Deputy RDC Lydia Kalemera takes over duties of RDC in acting capacity.
“As an interim measure, the Deputy RDC of Buikwe should take charge of the RDC Office” she guided adding that Ndege’s fate will be determined “H.E the President after submission of the detailed report.
The letter was copied to H.E The President, the Vice President and the Prime Minister.

Hon. Diana Mutasingwa State Minister in the Office of the Vice President and the affected RDC.
