The Government of Uganda has announced the temporary suspension of the automated Express Penalty System (EPS Auto), effective midnight Wednesday, to pave way for a comprehensive review of its operations, performance, and procedures.
In a public notice issued via the official Government of Uganda communication channels, authorities said the decision was reached to address operational gaps and improve service delivery under the automated traffic penalty system.
The Express Penalty System Auto was introduced to streamline the enforcement of traffic regulations, allowing for instant issuance of penalty tickets using automated systems like CCTV and number plate recognition.
The initiative, rolled out under the Ministry of Works and Transport, aimed at reducing human involvement and corruption in traffic enforcement while boosting road safety.
However, since its launch, the system has faced growing scrutiny from motorists and civic watchdogs, who have raised concerns over alleged technical inaccuracies, wrongful ticketing, and a lack of a proper dispute resolution mechanism.
In the statement released Wednesday, the government assured the public that the temporary suspension does not mean relaxation of traffic enforcement.
“We urge all motorists to continue driving responsibly and to strictly adhere to traffic regulations during this period,” the statement reads in part.
The Minister of Works and Transport, Gen. Edward Katumba Wamala, is expected to issue an official statement later today detailing the next steps and likely adjustments to the system.
The announcement comes at a time when public confidence in traffic law enforcement has been wavering, with several complaints surfacing on social media and in mainstream media about alleged unfair EPS tickets issued to innocent drivers.
Motorists and road users alike are now awaiting the minister’s address, hoping for reforms that will make the system more transparent, accurate, and user-friendly.
