More disturbing details have emerged in the murder and aggravated robbery incident that claimed the life of ASP Bagenda Emmanuel, the Officer-in-Charge of Ntawo Police Post in Mukono District, on Sunday night.

According to an updated police report under MKN CRB 1708/2025, the incident occurred on 23rd November 2025 at around 10:25pm along the Ntawo–Nyenje road, as officers responded to information about an armed robbery in Kiwala Village, Nama Subcounty.

Police say ASP Bagenda and PC Kiyingi Jackson, 53, were patrolling on a motorcycle after receiving orders from the Division Police Commander to block exit and entry routes within Mukono. The directive followed intelligence indicating that the suspected robbers were moving on motorcycles.

The two officers later became suspicious of a motorcycle carrying two men with dust-covered jackets. When they attempted to intercept the suspects, ASP Bagenda overtook them and blocked their path. This prompted the armed thugs to open fire.

PC Kiyingi, who had jumped off the motorcycle to engage the suspects, was the first to be shot. He reportedly fell immediately as the assailants continued firing.

ASP Bagenda attempted to take cover but was fatally shot in a trench where he had fallen. Police say his body was later found lying face down in a pool of blood, with a gunshot wound to the head.

Responding officers from Ntawo Police Post, led by CPL Turyarugayo Johnson, rushed to the scene after hearing gunshots. PC Kiyingi was found alive and was first taken to Mukono General Hospital before being transferred to Nakasero Hospital, where he is currently out of danger.

By the time the first responders arrived, the suspects had disappeared with PC Kiyingi’s rifle, leaving behind only the OC’s walkie-talkie, the police motorcycle, and spent cartridges.

Police say the motorcycle used by the deceased had been removed from the exact scene and taken to the nearby Ntawo Police Post because of the short distance.

A joint team of investigators—including homicide detectives, SOCO, operations units, and the K9 team—conducted a spiral search and recovered four spent cartridges from the scene.

The body of ASP Bagenda has been conveyed to the City Mortuary in Mulago.

Emerging Leads and Pending Inquiries

Preliminary findings show that the attackers may have been the same gang suspected of the armed robbery in Nama. Police are now:

  • Re-visiting the scene in daylight to recover more evidence.
  • Reviewing possible private CCTV footage along the Ntawo road.
  • Recording statements from witnesses.
  • Running cluster information and call matrix analyses to track communication linked to the attackers.
  • Following leads to identify the motorcycle used by the suspects.

The hunt for the killers is ongoing, and police say more updates will be issued as the investigation progresses.
