Salim Mugoya, a police costable (CP) attached to Namaganga police post in Jinja District, tasted the feeling of a yet to be indentified woman who was detained on accusations of child neglect.

It is said that Mugoya, who is currently on the run, uesd the police cells to witness and enjoyed the womanhood of the 20-year-old female suspect when he reportedly raped her for three occasions.

Kiira regional police command under territorial police of Kakira central police station has stepped up efforts to arrest their shameless own who practiced the unlawful act.

The disturbing turn of events transpired between the nights of February 7 and 8, 2024, at Namaganga police post in Jinja District.

Reports indicate that the victim’s husband, on February 7, reported a case of child desertion at Namaganga police post after the couple was accusing each other on issues related to family neglect.

The disputes prompted the suspect now the victim to seek refugee at her grandmother’s home in Busede sub county, Jinja district, with her two year child.

The woman later went back and abandoned the child to the father, who sought lawful intervention from Namaganga police post after he reported a case of child desertion.

Mugoya immediately swung into action and arrested the suspect on February 7, charged and detained her. Her family members visited police to resolve the matter amicably with all the concerned parties being brought on board, which the efforts yielded positive results, and the suspect was bonded out.

SP James Mubi, the Kiira region police spokesperson, said on February 9, the accused’s husband reported a case of rape at Busede police station, claiming his wife was released on police bond following the unanimous resolution by family members for the parties to reconcile.

Mubi said the man informed police that the woman had denied him bed affairs when she felt pain and discomfort following the forceful sexual intercourse with the police officer.

“PC Mugoya Salim is facing disciplinary charge of scandalous behavior and criminal charge of rape upon conviction, he faces dismissal from the force,” sated Mubi.

“Police we regret the ugly incident and encourage all other serving officers to desist from all tendencies of abuse of office most importantly sexual violence against female suspects,’he added.

Female suspects according to the law are handled by female cells guards at all gazetted places of detention. According to Mubi, matters of family and child related incidents should be handled slowly with a lot of knowledge, wisdom, understanding, and insights.

He encouraged parents or guardians to all times love and treasure their children and provide all the basic needs to their children without any compromise as children are blessings from God.
