“Busoga stop fighting your own people,” Minister Babalanda Pays Tribute to Late Budaka Deputy RDC, Nusura Nabukalu

During the burial of the late Budaka Deputy Resident District Commissioner (RDC), Hajjat Nusura Nabukalu, Hon. Milly Babirye Babalanda, the Minister of the Presidency and Chief Mourner, delivered a heartfelt tribute, praising Nabukalu’s integrity, dedication, and unwavering commitment to her duties.

Speaking before a large crowd at Bugembe Blue Primary School, Babalanda described Nabukalu as a role model and an exemplary public servant whose service to the nation was unmatched.

“Nusura has left a clean slate in office,” Babalanda said, reflecting on the late RDC’s work ethic and professionalism.

“She accomplished every task assigned to her without ever demanding fuel or extra facilitation—qualities that are increasingly rare in today’s world. She stood out because she worked for the people and didn’t ask for anything in return.”

Babalanda went on to commend Nabukalu for her resistance to the “Pull Him/Her Down” syndrome that has often hindered development in Busoga.

“Nusura fought against the negative forces that have held back Busoga’s progress, especially the infighting that has undermined the performance of the NRM government in this region,” she said.

“We must support our people who have been appointed to serve in leadership positions rather than fight them.”

The Minister also spoke about the challenges that many public servants face when posted to Busoga. “Some of our employees fear being transferred back to Busoga because of the infighting and negativity here,” Babalanda remarked.

“There is no reason for our sons and daughters (RDCs from Busoga) to fear working in their home region. We must change this mindset and offer support, not resistance.”

Despite the challenges, Babalanda highlighted how Nabukalu maintained a positive and welcoming attitude.

“Even during tough times, Nusura never lost her smile. She remained approachable and committed to serving her community with grace.”

The Minister also expressed deep gratitude to the Islamic faith, which, she said, had taught women the importance of decency and dignity.

“At the time of her death, Nusura remained a true example of dignity, always dressing decently and modestly,” Babalanda said, noting that Nabukalu’s commitment to her faith and values was evident in all aspects of her life.

As the chief mourner, Babalanda concluded by urging the people of Busoga to unite and support one another, especially in times of hardship.

“Let’s learn from Nusura’s example of service, humility, and dedication. Let us put aside differences and work together for the betterment of Busoga and Uganda as a whole,” she said.

The tribute left a lasting impact on all those present, as they reflected on the life and legacy of Hajjat Nusura Nabukalu, who will be remembered for her dedication to both her family and her country.
