Luuka District Service Commission Chairperson in Trouble Over Alleged Misconduct

The Chairperson of the Luuka District Service Commission, Mr. Isabirye Paul, is under scrutiny following allegations of misconduct outlined in a formal letter from the District Chairperson, Mr. Simon Wakaze.

The letter seen by The Eye Media, dated January 8, 2025, accuses Mr. Isabirye of actions that reportedly undermine the integrity of his office.

According to the letter, Mr. Isabirye faces three allegations. First, it is alleged that he delayed signing the minutes of a commission meeting to favor a specific candidate for the position of Senior Clinical Officer, disregarding the candidate found suitable by the commission.

Secondly, the letter accuses Mr. Isabirye of soliciting and receiving a gratification of UGX 17 million from a one Baisemubaka Sylvia to facilitate her promotion to the position of Senior Clinical Officer.

Lastly, on January 3, 2025, Mr. Isabirye reportedly appeared before the Criminal Investigation Department (CID) at Central Police Kiyunga to answer charges related to the conduct of his duties as Chairperson of the District Service Commission.

The District Chairperson expressed concern over these serious allegations, noting that they cast doubt on Mr. Isabirye’s integrity, character, and reputation.

He emphasized the importance of upholding the principles of natural justice and directed Mr. Isabirye to respond to the allegations within seven days, no later than January 13, 2025.

The letter was copied to the Resident District Commissioner, the Chief Administrative Officer, and the District Speaker for further action.

This development raises questions about accountability and transparency within Luuka District’s governance systems, with the public keenly observing the outcome of these allegations.
