The Chief Administrative Officer (CAO) of Kayunga District, Mahabba Malik, has directed all town clerks and Senior Assistant Chief Administrative Officers (SACAOs) to immediately display lists of beneficiaries of the Parish Development Model (PDM) at all parish, ward, town council and sub-county headquarters across the district.
In a circular dated December 30, 2025, seen by The Eye Media, the CAO instructed that the displayed lists should cover all PDM beneficiaries from the inception of the programme in the 2021/2022 financial year to date, to allow public scrutiny and transparency. The exercise, which commenced on December 30, will be monitored by a district team sampling selected parishes to ensure full compliance.
The directive follows a recommendation made during a rally held at Kitwe grounds in Kayonza Sub-county on December 29, 2025, addressed by the State Minister for Youth, Hon. Balaam Barugahara.
The same communication further tasked local government administrators to work with parish chiefs, town agents, PDM SACCO leadership and Parish Development Committees (PDCs) to mobilize beneficiaries of government programmes to attend the presidential campaign rally scheduled for Friday, January 2, 2026, at Busaana Town Council playgrounds.
Beneficiaries under PDM, Emyooga, Youth Livelihood Programme (YLP), Uganda Women Entrepreneurship Programme (UWEP), SAGE and other government initiatives are expected to attend the rally in large numbers, with arrangements for transport from sub-counties and town councils to ease movement.
Meanwhile, the Kayunga Deputy Resident District Commissioner, Trevor Solomon Baleke, has revealed that the NRM district leadership, led by Moses Kalisa Kalangwa, on Tuesday met with the district security team to harmonise arrangements for the presidential visit.
Baleke described the meeting as productive, noting that coordination with the ruling party has been smooth and straightforward.
“Working with the NRM party is so easy because they are organised and calm,” Baleke said.
He contrasted the arrangement with experiences involving other presidential candidates.
“Unlike other presidential candidates who have been here and demanded that we allow them to hold a series of rallies on the same day, making it hectic for us who provide security of life and property, the NRM is set to hold only one presidential rally without stopovers and for a half day,” Baleke explained.
He added, “We therefore find this a very simple task and are ready to host the President.”
Security agencies and district leaders say all preparations are in place to ensure a peaceful, orderly and successful rally as President Yoweri Kaguta Museveni continues his 2026 re-election campaign in Kayunga District.
Baleke who previously served for ten years as Wankole Subcounty NRM chairman, Kamuli District NRM Administrative Secretary as well as Regional Coordinator of Admins observes that President Museveni remains the strongest and most formidable candidate in the 2026 race, riding on his deep nationwide structures, an organised ruling party, and visible government programmes such as PDM, Emyooga and SAGE that directly impact livelihoods at grassroots level.
“The PDM, Emyoga, YLP, UWEP and SAGE programs have already made it for the NRM and Kayunga is ready to give back to President Museveni by voting overwhelmingly for him,” said Baleke.
