The rot in Kamuli District’s leadership has once again been laid bare after the Chief Administrative Officer (CAO), Nasser Mukiibi, and Chief Finance Officer (CFO), Alex Kifuuse, were Monday, January 19, 2026 arraigned and remanded by the Anti-Corruption Court over the alleged embezzlement of over Shs600 million meant for road rehabilitation.

The two senior technocrats were charged with abuse of office and causing financial loss after investigations revealed a well-coordinated scheme to siphon public funds under the cover of road works that were never completed.

Prosecutors told court that between May and June 2025, the accused, working with another suspect still on the run, fraudulently authorized payments to suppliers including Raven Knights Ltd, Total Uganda Limited, and district engineer Mufumba Daniel, for fuel, construction materials, traffic signs, and allowances for the Nawanyago–Kisozi Road.

However, investigators established that despite full disbursement of the funds, the road works for the 2024/2025 financial year were either shoddily done or not done at all — a reality painfully visible to residents who continue to drive on some of the worst roads in Busoga.

Kamuli has for years earned a reputation as a hotbed of corruption, where public resources are looted with impunity while residents suffer. Roads across the district are in a deplorable state, yet millions are routinely “accounted for on paper” and disappear into private pockets.

What has further angered residents is the culture of protection, where swindlers hide behind powerful politicians, making accountability nearly impossible until watchdog agencies step in.

Both Mukiibi and Kifuuse have been remanded in custody and are expected to return to court on January 20, 2026, as investigations continue and the hunt for the third suspect intensifies.

As Kamuli sinks deeper into administrative decay, the case has reignited calls for a complete cleanup of district leadership, with residents demanding that those who steal from public infrastructure face the full force of the law.
