A bribery storm has rocked Kungu Parish in Apac District after the parish chief and LC2 chairman were arrested for allegedly fleecing residents seeking Parish Development Model (PDM) funds.
Fred Ocepa, the parish chief, and LC2 chairperson Benson Obote were picked up on Monday following an order by Apac Deputy RDC Joan Apio, after victims came out during a public meeting to expose their ordeal.
One of the victims, Ms Scovia Ajungu of Tealal Village, told the gathering that the officials pocketed Shs 50,000 from her, promising to fast-track her access to PDM money — but nothing was delivered.
“They took the money I had saved for my children’s school fees and gave me empty promises,” she lamented.
Ocepa denied the bribery allegations, claiming the only charges collected were for administrative costs like files and photos — totaling under Shs 15,000.
District Commercial Officer James Ebonie Oyuru admitted that complaints of extortion under the PDM programme are piling up, warning that more arrests loom.
“We have cautioned officials, but some are simply not listening. Investigations are ongoing,” he said.
Deputy RDC Apio rallied locals to expose corrupt actors. “It’s sad that our own people are robbing us. Don’t keep silent — report them and we shall take action,” she vowed.
The suspects are now in custody at Apac Central Police Station as police launch a full investigation.
