The Deputy Resident District Commissioner (RDC) of Bulambuli District, Trevor Solomon Baleke, has urged newly elected Local Council I (LCI) chairpersons across Uganda to exercise patience and wait for the government’s official handover process before assuming office.
Speaking on Cross Fire, a political talk show aired on Busoga One FM 90.6 and hosted by Mr. Ibrahim Shamiru Byakika on Sunday evening, Baleke cautioned the incoming village leaders against demanding official stamps and other instruments of office from their predecessors immediately after their election.
“Don’t go to the outgoing chairperson with your supporters demanding the official stamp and other instruments of power. Wait. Your districts will organize the official handover and takeover process before you begin executing your mandate,” Baleke advised.
His remarks come after Ugandans elected new LCI chairpersons in nationwide village elections held on July 28, 2026.
During the programme, which he featured on alongside Luuka District LCV Chairperson Mulyandawo, Baleke outlined and explained the 12 statutory roles of an LCI chairperson. These include maintaining law and order, mobilizing residents for government programmes, chairing village council meetings, resolving minor disputes through mediation, safeguarding public property, promoting sanitation and public health, maintaining village records, coordinating security, supporting the implementation of government policies, protecting vulnerable groups, overseeing community development initiatives and working closely with higher local government authorities.
Baleke noted that the office of an LCI chairperson is one of the most important leadership positions in Uganda’s local government structure because it serves as the first point of contact between citizens and government.
He urged the newly elected chairpersons to lead exemplary lives, uphold integrity, remain impartial and discharge their responsibilities with honesty, discipline and respect for the law.
“The people have entrusted you with leadership at the grassroots. Lead by example, avoid abuse of office and always put the interests of your communities first,” Baleke said.
He added that an orderly transition of leadership would prevent unnecessary conflicts, safeguard government property and ensure continuity in village administration, urging both outgoing and incoming leaders to cooperate until district authorities conduct the official handover and takeover exercise.
