Minister Babalanda Rallies Churches On Security, Anti-Corruption Fight

Minister for the Presidency Milly Babirye Babalanda has rallied religious leaders to join President Yoweri Kaguta Museveni’s fight against corruption and promote government wealth-creation programmes.

Babalanda made the call on Friday, August 14, 2026, while representing Vice President Maj. (Rtd.) Jessica Alupo at the launch of The Church Security Manual at Makerere University Business School (MUBS), Nakawa.

The book, authored by Maj. Joakim Bukenya, provides guidance on strengthening security and emergency preparedness in churches and other places of worship.

Babalanda conveyed greetings from President Museveni, First Lady and Education Minister Janet Kataaha Museveni, and Permanent Secretary in the Office of the President Hajji Yunus Kakande.

She urged religious leaders to use their influence to encourage Ugandans to embrace government wealth-creation programmes and generate household incomes.

In a message delivered by Babalanda, Vice President Alupo congratulated Maj. Bukenya on the publication, describing it as an important contribution to Uganda’s security discourse.

Alupo said the publication comes at a time when Ugandans must recognise security as a shared responsibility.

She noted that while the government bears primary responsibility for protecting citizens, institutions and individuals also have roles in preventing threats and protecting lives and property.

With large numbers of people gathering in churches, mosques and other places of worship, Alupo said protecting such spaces should be treated as a priority.

“As Christians, we believe that God is our ultimate protector. However, God also expects us to use the knowledge, wisdom and capabilities that He has given us to protect one another,” Alupo said.

She said the manual goes beyond terrorism and crime by addressing broader security and safety concerns facing places of worship.

According to Alupo, the book highlights risk assessment, security planning, emergency preparedness and intelligence gathering.

She urged churches to strengthen cooperation with security agencies rather than engaging them only after security incidents occur.

Alupo also welcomed the author’s proposal to establish a Ministry of Church Security Awareness to sensitise and train churches across the country.

She encouraged the initiative to be pursued in cooperation with religious leaders and relevant government institutions.

The Vice President reaffirmed the government’s commitment to maintaining peace and stability while promoting Pan-Africanism.

“The security of places of worship is part of the broader effort to maintain peace, stability and social harmony in Uganda,” she said.

Alupo also commended the Uganda People’s Defence Forces and Uganda Police Force for protecting Ugandans. She praised religious leaders for promoting peace, unity and moral values.

On behalf of the Vice President, Babalanda contributed Shs10 million towards the initiative before officially launching The Church Security Manual.
