Senior Presidential Advisor on Political Mobilisation Moses Byaruhanga has reiterated President Yoweri Kaguta Museveni’s plan to inject Shs200 million into each youth SACCO in Kampala’s five divisions.
Byaruhanga made the remarks on Friday, August 14, 2026, during belated Youth Day celebrations in Kawempe Division. The event was organised by the Kawempe Youth Council, led by Isaac Sebuufu.
“We are going to give you that money. We were supposed to do it last year, but the elections came in,” Byaruhanga told the youth.
He urged young people to embrace entrepreneurship and create employment rather than depend solely on formal jobs.
Byaruhanga said programmes such as the Parish Development Model (PDM) and Emyooga provide opportunities that youth leaders should ensure reach their intended beneficiaries.
He particularly urged leaders to ensure young people benefit from the 30 percent PDM share earmarked for them.
Byaruhanga also reiterated the government’s plan to increase PDM funding from Shs100 million to Shs300 million per parish to expand the number of beneficiaries.
He rejected claims that the Shs1 million received by individual PDM beneficiaries has made little impact in Kampala.
“I don’t agree with someone saying that the Shs1 million PDM money has not been impactful in Kampala,” Byaruhanga said. He argued that several beneficiaries had invested the money and improved their livelihoods.
263 Emyooga SACCOs Not Functioning
Byaruhanga, however, expressed concern about the performance of Emyooga in Kampala.
He revealed that only 303 of the city’s 566 Emyooga SACCOs were functional, while 263 were no longer operating.
He said the government would assess and reorganise the SACCOs before providing additional funding to those showing potential.
According to Byaruhanga, well-performing Emyooga SACCOs receive Shs20 million top-ups. He said the government spends about Shs100 billion annually on Emyooga top-up funding.
He added that the government wants Emyooga funds sent directly to beneficiaries’ accounts to improve transparency.
Boda Boda, Ghetto SACCO Funding
Byaruhanga said President Museveni injected Shs12 billion into Kampala boda boda SACCOs last year, alongside Shs100 million for each ghetto SACCO.
“However, we should ask ourselves how these SACCOs are utilising these funds,” he said.
He also said Katale and boda boda loan programmes were already in place, with the government working to make them more accessible to eligible beneficiaries.
Free Machinery For Skilled Youth
Byaruhanga announced that the government has established a common-user facility at Mulago II Parish to support skilled young people who lack machinery.
The facility will provide equipment for producing shoes, bags, belts, sweaters, books and sanitary pads.
He said youth would initially use the machinery free of charge. Modest fees for electricity and water would be introduced later.
“All this is done for you, the youth, to make money and fight poverty,” Byaruhanga said.
Kawempe Deputy Resident City Commissioner Kagenyi Lukka said government programmes demonstrate the importance attached to youth empowerment.
He cited the Youth Livelihood Programme, Emyooga, PDM and government skilling initiatives.
“But empowerment is not just money. It is a mindset,” Lukka said.
He challenged young people to turn their existing occupations and skills into bigger enterprises.
“Don’t wait to be employed. Create employment,” Lukka told them.
Kawempe Youth Council chairperson Isaac Sebuufu said the celebrations were organised to create an impact beyond the annual Youth Day event.
He said young people were given an opportunity to showcase their skills and inspire others.
The celebrations also featured a medical camp and National Identification and Registration Authority (NIRA) services.
Sebuufu, who also leads the Mzeei Nju-Ku-nju Movement, thanked President Museveni and Byaruhanga for supporting youth mobilisation activities in Kawempe.
