The State House Anti-Corruption Unit, in conjunction with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned the Senior Land Management Officer for Mbale City over the alleged fraudulent acquisition of government land.
The accused, Kigaye Emmanuel Paul, appeared before the Anti-Corruption Division of the High Court and was charged with Abuse of Office and Fraudulent Procurement of a Certificate of Title.

He has been remanded to prison until July 16, 2026.
According to the State House Anti-Corruption Unit, between September 2019 and May 2023, Kigaye allegedly abused his office by causing the Registrar of Titles at the Mbale MZO to prepare a certificate of title for Plot 27, Bishop Masaba Road, in the name of businessman Moses Wamatsembe.
Investigators say the move was illegal because the land had already been allocated to the Dairy Development Authority (DDA).
The prosecution further alleges that Kigaye fraudulently processed and procured the registration of a freehold certificate of title, referenced as FRV MBA199 Folio 22, Instrument Number MBA-0009476, for a 0.5040-hectare piece of land at Plot 27, Bishop Masaba Road, Fairway Cell, still in the name of Wamatsembe.
The case is part of ongoing efforts by the State House Anti-Corruption Unit to crack down on the illegal acquisition and disposal of public land and to hold public officials accountable for abuse of office and corruption-related offences.
The matter will return to court on the scheduled date for further proceedings.
