Police in Amolatar District are holding the National Resistance Movement (NRM) district chairperson over the alleged theft of party funds released to facilitate grassroots mobilisation ahead of the LC1 and Village Women Council elections.
The suspect, Kamilo Olwit, a resident of Inomo Cell, Inomo Ward in Amolatar Town Council, was arrested on Tuesday, July 21, 2026, after he allegedly diverted Shs50,000 from the Shs100,000 that had been allocated to facilitate an NRM village baraza for each village.
North Kyoga Regional Police spokesperson Patrick Jimmy Okema confirmed the arrest, saying a General Enquiry File had been opened at Amolatar Central Police Station.
“A General Enquiry File has been opened at Amolatar Central Police Station. Statements from the complainants have already been recorded while the suspect is also being interrogated,” Okema said.
He added that the suspect remains in custody as investigations continue.
“Once investigations are complete, the file will be submitted to the Resident State Attorney for perusal and legal guidance,” Okema added.
According to the NRM National Treasurer’s circular dated July 19, 2026, the party released facilitation funds to support mobilisation activities for the LC1 and Village Women Council elections across the country.
Under the guidelines, each NRM Village Chairperson, each LC1 party flag bearer and each of the five Village Women Council flag bearers were each allocated Shs10,000 as transport facilitation to attend sub-county mobilisation meetings.
The circular further provided Shs100,000 per village to facilitate village barazas, where party members are expected to receive political education and mobilisation messages.
At the sub-county level, the NRM Sub-county Chairperson, each of the five members of the NRM Sub-county Women’s League Executive, the District Woman Councillor, the GISO and the Sub-county Registrar were each allocated Shs10,000 to facilitate their attendance at the sub-county mobilisation meetings.
To strengthen party structures, the NRM also released Shs1.5 million to each District Executive Committee, Shs750,000 to each Municipal or City Division Executive Committee as the first release, and Shs125,000 to each Sub-county Mainstream Committee.
Additional funds were budgeted for hard-to-reach areas, bank transport and other operational expenses, while Shs200,000 was allocated per district for bank charges.
Besides the financial facilitation, the party distributed booklets containing messages from the National Chairman and Secretary General, as well as 30 posters of President Yoweri Kaguta Museveni for each village to support mobilisation activities.
The circular cautioned district leaders and account signatories against any alteration of the guidelines or misappropriation of the funds, warning that they would be held personally accountable for any misuse.
Police say investigations into the alleged diversion of the mobilisation funds are ongoing before the case file is forwarded to the Resident State Attorney for legal guidance.
Ugandans will head to the polls this Thursday, July 23, 2026, to elect Village Women Council leaders before returning on Tuesday, July 28, 2026, to vote for LC I chairpersons across the country.
Both elections will be conducted using the lining-up voting system, where voters publicly line up behind their preferred candidate, the candidate’s portrait, or an authorized agent, in accordance with Uganda’s electoral laws.
