The Tabingwa of Luuka, HRH Willington Nabwana Inhensiko IV, has announced a fresh round of cabinet appointments aimed at strengthening the leadership of Obwa Tabingwa Bwa Luuka, with Rev. Fr. Richard Gonza Kayaga among the notable new faces brought on board.
The appointments, contained in a press release dated August 4, 2026, were made in accordance with Articles 23(B), 25(A), and 14(A) of the Constitution of Obwa Tabingwa Bwa Luuka.
Leading the new cabinet is Mr. Kaima Godfrey, who has been appointed Katuukiro, assisted by Mr. Andrew Kibumba as Deputy Katuukiro.
Other appointments include Mr. Ben Kisaame as Minister for Tabingwa Affairs, Mr. Charles Babiga as Minister in the Office of the Katuukiro and Minister for Mobilisation, His Worship Stephen Waiduba as Attorney General, Dr. George Kipaalu as Minister of Finance, Dr. Hamis Mugendawala as Minister of Planning and Economic Development, Mr. Don Bwaana Vincent as Minister of Lands and Natural Resources, Mr. Percy Fred Kiisa as Minister of Agriculture, Fisheries and Veterinary Services, Mr. Herbert Muwanguzi as Minister of Sports and Culture, Mr. Muwaya Peter as Minister of Education, Dr. Isabirye Fredrick Daniel as Minister of Health, and Eng. Babita Harriet as Minister for Works (Bulungibwansi) and Environment.
In another key appointment, the cultural institution named Omulangira Rev. Fr. Richard Gonza Kayaga as the Chairperson of the Luuka Elders’ Council, a move expected to strengthen the institution’s advisory and cultural leadership.
The Tabingwa also paid tribute to the outgoing cabinet headed by Owek. David Lwiigo Igulu Isabirye Kibwika XL, thanking its members for their dedicated service to Obwa Tabingwa Bwa Luuka.
“I thank the outgoing Cabinet of Obwa Tabingwa bwa Luuka headed by the outgoing Katuukiro Owek’ David Lwiigo Igulu Isabirye Kibwika XL for the dedicated service rendered to Obwa Tabingwa bwa Luuka,” the Tabingwa stated in the official communication.
He congratulated the newly appointed cabinet and wished its members a successful tenure as they assume their respective responsibilities in serving the kingdom.
The latest reshuffle is expected to bolster the administration of Obwa Tabingwa Bwa Luuka as the cultural institution continues implementing its programmes and strengthening governance structures across Luuka.
