Bulambuli District Deputy Resident District Commissioner (RDC), Trevor Solomon Baleke, on Tuesday, August 4, 2026, challenged parish chiefs to take the implementation of the Parish Development Model (PDM) more seriously, saying their negligence was denying deserving beneficiaries access to government funds.
Baleke made the remarks while closing a stakeholders’ engagement at the Bulambuli District Council Chambers, where district leaders met officials from the Office of the Prime Minister (OPM) who were in the district to review the PDM Performance Assessment Report.
The Deputy RDC expressed disappointment after learning that several intended beneficiaries had failed to access PDM funds because of simple but costly errors, including misspelled names and incorrect telephone numbers entered into the system.
“But there are not more than 100 beneficiaries per parish per release. Can’t the parish chiefs have their details verified and confirmed before entering them into the system to avoid errors? CAO, you’re the team leader of these chiefs, please put your house to order. We don’t want to conclude that they are doing nothing,” Baleke said while addressing the District Principal Assistant Secretary, who represented the Chief Administrative Officer.
He emphasized that parish chiefs play a critical role in ensuring accurate beneficiary registration and warned that avoidable mistakes undermine the government’s efforts to improve household incomes through the Parish Development Model.
Baleke urged district technical officers to strengthen supervision and accountability to ensure that every deserving beneficiary is enrolled correctly and receives the intended support without unnecessary delays.
The meeting brought together district stakeholders and officials from the Office of the Prime Minister to assess the district’s performance under the PDM programme and identify areas requiring improvement.
