The Inspector General of Police, Abas Byakagaba, on Wednesday, August 5, 2026, urged local governments to prioritise security in their development programmes. He said effective policing requires strong partnerships between the Police and local leaders.
The IGP made the call while addressing district and city leaders. The meeting was organised by the Ministry of Local Government at Imperial Royale Hotel in Kampala.
Byakagaba asked local leaders to support the Sub-County Policing Model. He said the initiative will strengthen community policing and improve service delivery.
He urged local governments to integrate security into all development plans. He said security should be considered during planning and implementation.

The IGP also called for better urban planning. He urged leaders to approve building plans with safety measures and develop markets with anti-crime infrastructure.
He said the approach supports the Area Policing Concept. The programme is being rolled out to improve police response to crime and emergencies.
Byakagaba said police and local governments must work together to tackle emerging security threats. He cited agricultural crime, urban crime, domestic violence, cybercrime, alcohol and drug abuse, and land conflicts.
He thanked the Minister of Local Government, Hon. Balam Barugahara, for inviting him to address the leaders. He reaffirmed the Uganda Police Force’s commitment to working with local governments to promote peace, security and sustainable development.
