Jinja City councillors on Thursday, August 6, 2026, expressed anger over two months of unpaid allowances and salaries, accusing city authorities of failing to promptly address the welfare of political leaders and workers.
The concerns were raised during a council meeting held at Jinja City Hall and chaired by Speaker Juma Sozzi, who also represents persons with disabilities on the city council.
During the heated sitting, councillors said both elected leaders and other city employees had gone for two months without receiving their allowances and salaries, leaving many of them financially strained.
Workers’ Councillor Joshua Bogoole led the criticism against City Clerk Godfrey Kiseka, accusing him of laxity and failure to adequately follow up the payment process with the Ministry of Finance.
Jinja Northern Division Male Councillor Ivan Basoga Kamezze warned that councillors would suspend council business and other city activities if the arrears were not cleared by the end of August.
Kamezze said the threatened action would remain in force until the government intervened and ensured that the outstanding payments were released.
In response, Speaker Sozzi pledged to write to the Ministry of Local Government and the Ministry of Finance, requesting them to expedite the release of the funds.
He also directed Principal Deputy City Clerk Isabella Ndaula Akiiki, who attended the meeting, to present a detailed report on the status of the payments during the next council sitting.
Akiiki, however, denied claims that the delay resulted from negligence by city officials.
She explained that the payments had been affected by technical challenges within the Ministry of Public Service and the Ministry of Finance, which had delayed the release of funds to Jinja City.
