The Acting Town Clerk of Luwa Town Council in Namisindwa District, Samuel Kurobe, was on Friday, August 7, 2026, arraigned before the Anti-Corruption Division of the High Court on charges of abuse of office arising from the alleged irregular purchase of land for the construction of administrative offices.
Kurobe was arraigned by the State House Anti-Corruption Unit working jointly with the Office of the Director of Public Prosecutions and the Criminal Investigations Directorate. He was remanded until August 13, 2026.
According to investigators, Shs150 million had been allocated to Luwa Town Council under Namisindwa District Local Government for the purchase of land and construction of administrative offices.
Authorities allege that Shs40 million was reported as having been spent on the purchase of land located in Kungu Cell, Bunambobi Ward, Luwa Town Council.
However, investigators allege that the transaction was undertaken without following the required procurement procedures and without an official valuation of the land.
Investigations further allegedly established that the land had actually been purchased for Shs12 million, creating a difference of Shs28 million between the reported and alleged actual purchase prices.
It is further alleged that a forged sale agreement indicating a purchase price of Shs40 million was subsequently created to make it appear that the land had been acquired at that amount.
Kurobe, who is employed by Namisindwa District Local Government as a Senior Assistant Secretary and assigned duties as Acting Town Clerk of Luwa Town Council, is accused of abusing the authority of his office in connection with the transaction.
The allegations against Kurobe are yet to be determined by court, and he remains presumed innocent unless proved guilty.
His arrest and arraignment come amid the ongoing “Expose the Corrupt” national campaign spearheaded by Local Government Minister Hon. Barugahara Balaam Ateenyi, targeting alleged corruption and misuse of public resources in local governments across the country.
