LCIII Chairman, SACAO Among Five Arrested Over Alleged Illegal Sale Of Nakalama Public Land

Police in Iganga have arrested five people, including an LCIII chairman and a senior sub-county official, over the alleged illegal titling and sale of public land.

On August 29, 2026, Police said the case involves approximately 4.45 acres of public land located at Nakalama Sub-County Headquarters in Iganga District.

Those arrested include Nakalama Sub-County LCIII Chairman, Mr. Kawanguzi Hamidu, 38, and Senior Assistant Chief Administrative Officer in charge Nakalama sub county, Me. Wakabi Deo Mia, 47.

Others are Mr. Aniswali Sadat, 29, a director of Dell-Wall International Uganda Ltd; Mr. Mbudu Isima alias Museffu, 35, a member of the Area Land Committee; and Mr. Swaga Mahammed, the LC1 Chairman of Nakalama North Village.

Busoga East Regional Police spokesperson ASP Micheal Kasadha said the arrests followed a written directive issued by the Iganga Resident District Commissioner on August 28, 2026.

The RDC acted following a complaint lodged by Iganga District Land Officer, Tom Nkalanguke concerning the ownership and handling of the land.

Preliminary police investigations indicate that between April 2025 and February 2026, some public officials at Nakalama allegedly conspired to fraudulently acquire a private title over the public land.

Police allege that a purported land claim by Waiswa Testo was used as a basis to bring in private surveyors.

Members of the Area Land Committee were also allegedly made to sign partially completed land forms, which were subsequently used in processing a private title.

Investigators further allege that the title was later sold to directors of Dell-Wall International Uganda Limited for between Shs130 million and Shs140 million.

The title was reportedly handed over to the buyers in May 2026.

Kasadha said verification by relevant authorities has since established that the titled 4.45-acre property is public land belonging to Nakalama Sub-County.

The five suspects are currently detained at Iganga Central Police Station as investigations continue.

Police have not yet announced formal charges, and the allegations against the suspects remain subject to investigation and determination by the courts.
